How can a President or Congress or anybody for that matter even form a budget?

How can these people even begin to put together any kind of "plan" without first having an audit of the Federal Reserve?? Or is OWE-Bama just accepting the report he gets from the fed as gospel since we have no way to really know what they are doing or what shape they are really in.
