Can I keep two goldfish in a 1 gallon tank?

I found a half-bubble wall mount tank that contains roughly a gallon of water. It's advertised for Betta fish, but I know that they're more territorial and prefer to have a large swimming space. So I was thinking, would two goldfish be fine with this smaller one? I've seen vast amounts of them kept in tanks so I assume two of them in a small tank wouldn't hurt.
